Immutable snapshot of a worker's support code information. Extracted from a WorkerMetricStats entry to decouple support-code evaluation from the full worker metrics model (which carries metric stats, operating ranges, etc. that are irrelevant to feature-gate decisions).

Used by FleetSupportCodeEvaluator to determine fleet-wide minimum support without needing access to the full WorkerMetricStats objects.
