This obligation type can be used to enforce authorization logic based on the top-level selections being made, including their arguments.

Before starting to execute the GraphQL operation, the engine will call the canPerformOperation(Input) passing in a description of the operation, including all the top-level selections. If this method returns false then the operation will be denied.
