Enables bean registration when all properties not "false" and not empty. For example in @ConditionalOnEnable({"feature.enabled", "feature.module.enabled", "feature.param"}) bean registration will be when the following properties are defined:

     feature.module.enabled=true
     feature.param=10
 
```
