Adds the capability to expose tooling focused capabilities associated with the StaticConfigurationProvider's components. So sar the capabilities are:

• MetadataKeyProvider, to resolve metadata keys associated to a configuration
• ConfigurationParameterValueProvider, to resolve values associated to a configuration and their related connection
