Routing manager that serves as intermediary, passing messages back and forth between operations and sources.

Sources register listeners callbacks on it and it verifies that:

• For every routingKey in a route operation there's ONE and ONLY ONE listener with that key.
• For every listener, there's AT LEAST ONE route operation with a matching key.
