Builds SYAML YPart structures from PropertyValue types.

This builder converts the PropertyValue ADT (Scalar, Object, Array, Union, Connection) into SYAML AST nodes (YNode, YMap, YMapEntry, YSequence) that can be rendered to YAML/JSON strings using SYAML's YamlRender or JsonRender.
Design Decisions
- Extracted from PropertyManager to enable reuse in other contexts (e.g., code actions, refactoring)
- Uses SYAML's native types to ensure proper escaping and formatting
- Union types render as null since they represent type choices, not concrete values
- Empty objects/arrays are rendered as empty YAML structures (not removed)
