    Lives in main (not test) only so production hot-path code can call inc; it stays dormant unless a test or benchmark calls enable. Two invariants worth preserving on edit: disabled is the production default and inc is then a single volatile read (no allocation/lock), and the state is plain var/mutable.Map with no java.util.concurrent to keep JVM/JS parity (shared code).
