Valid Usage

supportedSurfaceCounters must not include SURFACE_COUNTER_VBLANK_EXT unless the surface queried is a display surface.

sType must be STRUCTURE_TYPE_SURFACE_CAPABILITIES_2_EXT
pNext must be NULL
