Create a new factory. Returned WorkerPoolImpls will use the provided arguments.

config - used to create a connection to Redis and the package prefix for incoming jobs

queues - the list of queues to poll

jobFactory - the job factory that materializes the jobs

jedisPool - the Redis connection pool
