This build item was previously used to enable JNI from Quarkus extensions,
but JNI is always enabled starting from GraalVM 19.3.1.
This is a no-op and was kept for a couple more versions for extension compatibility (e.g. for
Blaze-Persistence).
We should be able to drop it in 3.31 but let's check before doing so.

This construct should not be needed in most use cases since directly loading deployment/application classes
at processing time in build steps is safe. However, there are use cases where this method comes in handy,
such as referring to classes that were generated in previous build steps using
GeneratedClassBuildItem.
