Tool-permission evaluation engine for AgentScope Java.

The package hosts PermissionEngine, PermissionMode, PermissionRule, PermissionContextState, PermissionDecision and PermissionBehavior. The evaluation order is:

   deny → ask → tool self-check → allow → BYPASS → default ASK
