    Receives notifications when the JDBC driver's automatic failover attempts for a Continuous Query Notification registration cannot be completed successfully. Implementations can use this callback to log the failure, trigger compensating actions, or schedule a retry based on the registration context provided. Use the connection property OracleConnection.NTF_CONNECTION_RETRY_COUNT to specify the maximum number of times the JDBC driver will attempt to re-establish a lost connection before invoking this listener.
