public interface SkipValidateKeysetsOnParsingTag

A tag class to signalize to KeysetHandle to not do all validations of a Keyset when parsing.

In case `Configuration.getOrNull(SkipValidateKeysetsOnParsingTag.class)` returns a non-null object, Tink will skip some of the validation when parsing a keyset.
