Creates a PerfMetricsSummary resource. Returns the existing one if it has already been created. May return any of the following error code(s): - NOT_FOUND - The containing Step does not exist Create a request for the method "perfMetricsSummary.create". This request holds the parameters needed by the toolresults server. After setting any optional parameters, call the AbstractGoogleClientRequest.execute() method to invoke the remote operation.
