ReceiveRegionalWebhook is called when the API receives a regional GitHub webhook. Create a request for the method "locations.regionalWebhook". This request holds the parameters needed by the cloudbuild server. After setting any optional parameters, call the AbstractGoogleClientRequest.execute() method to invoke the remote operation.
