object OasLegacyRefEmitter extends RefEmitter
Emits a $$ref only — used for OAS 2 / 3.0 contexts, where the Reference Object MUST NOT contain
sibling summary / description properties. Even if a doc was parsed with those siblings (which
the parser permissively accepts), we drop them on emit to keep the output spec-valid.
