Parameters:

resourceID - the resource id

heartbeatTarget - the heartbeat target

mainThreadExecutor - the main thread executor

heartbeatListener - the heartbeat listener

heartbeatTimeoutIntervalMs - the heartbeat timeout interval ms

failedRpcRequestsUntilUnreachable - the number of failed heartbeat RPCs until the target is marked as unreachable
